BMA Municipal Study
Every year, Haldimand County takes part in a comparative survey of over 100 Ontario municipalities, conducted by BMA Management Consulting Inc.
The executive summary focuses on Haldimand County performance and comparators for select indicators on:
- Socio-economic factors
- Financial sustainability, vulnerability and flexibility indicators
- Assessment and levy per capita analysis
- Comparison of tax ratios and relative taxes
- Impacts on ratepayers
By participating in the study, Haldimand can improve its ability to monitor trends in these areas. This allows for ongoing evaluation of Haldimand County's financial health and its position relative to surrounding municipalities.

Haldimand County Housing Needs Assessment Report
Under Haldimand’s existing Municipal Funding Agreement for the Canada Community-Building Fund (CCBF), we are required to complete a Housing Needs Assessment. The assessment report is informed by data and research that describe the current and future housing needs of a municipality or community. It includes:
- Quantitative research, such as economic data, population and household forecasts
- Qualitative research, such as interviews, policy analysis and stakeholder engagement
Completed by Watson & Associates Economists Ltd. in May 2025, this report will serve as the data baseline for several future initiatives aimed at addressing current and future housing gaps in Haldimand, including an affordable housing strategy and an Official Plan update.
Some report documents may not be accessible to all users. If you require a document in a different format, please email accessibility@haldimandcounty.on.ca, and we will work together to best share the information with you.
